This article analyzes the applicability and extension of human rights to the digital context, focusing on the consolidation of a legal framework for the protection of subjects in the information society. Based on the analysis of international documents, notably the 2017 UNESCO report and the 2016 UN Human Rights Council Resolution, the study explores the adoption of four fundamental normative guidelines (ROAM): Rights, Openness, Accessibility, and Multi-stakeholder Participation. The “Rights” principle aims to ensure the radiation of human values online, promoting diversity and combating discrimination. “Openness” focuses on the democratization of technical codes and the confrontation of knowledge monopolies. “Accessibility” advocates for sustainable, broad, and transindividual digital inclusion. “Multi-stakeholder Participation” demands democratic deliberation spaces and transparency in internet governance. It concludes that the realization of these cornerstones enables the construction of a digital social engineering based on dignity and subordinated to human objectives, establishing parameters to legitimize and correct normative orders in cyberspace.
